In the second part of a two-part viewpoint in Health Affairs, Zeke Emanuel, Amol Navathe, and I discuss implementation barriers to value-based payment programs. We argue that the root cause olutions to make adoption of VBP is lack of financial visibility for providers, and outline solutions.
